Where are the Update Notes – BEFORE I update?

I no longer do auto updates and I no longer trigger updates until I know what the updates are supposed to do – since I have had numerous times where updates for plugins and themes alike have brought my WordPress site down without warning. Where can I find these updates BEFORE manually triggering the theme update? (Usually this information is in the “details” link of the plugin or theme – why is it not there?)
PS: If you close this question as resolved before I have a chance to verify whatever information you provide – you will remove all possibility that I will ever purchase this theme or spend any money with your company or organization.
