Where are redirection rules saved to on the server?

Why is there no way to modify the redirection rules from the backend? I don’t want to lose the rules I’ve created. At the least, there should be some way to hack them with a hex editor (though I have no idea why that would be necessary). They have to be saved somewhere, so where are they? Are they on some other server?
