Whenever I'm clearing cache, a xmlrpc.php.old is created. How do I prevent it?

The problem with this xmlrpc.php.old file is that a PCI compliance test considers it a security risk and flags the site as being vulnerable due to this file.
This means that I can’t sell any more items on the site whenever the .old file appears.
How can I prevent this file from being created?
