When logged in all Dynamic Menu Tabs change as if Not logged In

I have a role setup to view a tab labeled “Project” in the menu when logged in only as that role. I also have “Register” and “Login” only viewable when Logged out. “Logout” only viewable in the menu when logged in.

The problem is when logged in as the role. When accessing the Home Page. The menu changes as if the user is not logged in. However when you click a different page to view it changes back to its logged in state.
