When is a cart reovered?

Hello, could you please tell me when a cart gets the status: recovered?
When does the admin receive an email of a recovered cart?
When I click (as a client) on a recieved mail the Admin receives no mail, so I am trying to understand how it works (so I can tell my future clients).Thanks for your help.
