When I submit, I get an email that a post is ready for my review

The workflow I have setup should work like so,
Blog is drafted (Person A)
Imagery and calls to action added (Person B)
SEO (Person C)
Final review and publish (Person B again)Person B has full admin rights while persons A and C have limited roles.
For some reason, person B can only submit as pending and they are the only person who receives the email notification. Because Person B is an admin, they are able to publish the first time they review but it needs to have a “mark as draft” and notify Person C but it’s not working properly. Any suggestions?
