when I click 'insert short code' or 'select file' it doesn't do either

I’ve just added a download I want and went to the page editor and clicked ‘insert download’.
A pop-up box appeared and I scrolled to the document I want to use. I put typed in template ‘test’.
I then clicked ‘insert short code’ — nothing happened.
I clicked ‘select file’ — nothing happened.I don’t quite understand what’s going on. Please help!
(I also tried switching to ‘quick-add download’, nothing happened again. It just stayed on the ‘insert shortcode’ tab.)
