“When enabling the plugin, soil, a site failure occurred”

    I’m getting these error messages when I try to enable plugins during TroubleShooting mode: When enabling the plugin, soil, a site failure occurred. Because of this the change was automatically reverted.

    This site is local (vagrant) using roots/bedrock file structure so plugins are installed to site/web/app/plugins by composer.

    Should HealthCheck work in this situation? and if so where can I look for more information about what the site failure might be?
