When creating post, can not select a different template from drop down

If I create a new post, and then scroll to the bottom of the page to select what template I’d like to use 1) the list of templates is available – that’s good, but 2) when selecting from that list, nothing happens (even after publishing the post) so this feature is pointless.
Is this because I’m using version 3.9.1 of WP?
Also, is there supposed to be a “Article Templates” section added to the left side of the WP admin? It’s not there for me.
Would LOVE it if this was fixed. So far, I can’t recommend this plugin, but this is the closest plugin to what I want.
