What’s the “minimum” role for the “Link target” permission?

    According to this link, there’s a “Link Target” checkbox in the “Screen Options” settings. But an “Editor” role doesn’t have access to this option. So will the “User Role Editor” plugin support to enable that specific option for WordPress Editor role? Thanks.
