    Where is this plugin supposed to work its magic? “Must Use” is not found on my plugins page. I understand there should be a new list or tab or something that can be clicked…

    In your case you don’t need this plugin. You need it only if you have mu-plugins.

    Some installations have the mu-plugins, other ones like in your case don’t have them.

    The mu-plugins can be installed by your hosting provider, or by standard plugins in some cases. Or you can also write them yourself.

    Generally, people who see the mu-plugins and want to uninstall them look for a solution, and this plugin may be their solution. But if you install this plugin without having any mu-plugins, of course you don’t need it.
