What's a "pingback"?

    I just installed a theme and was taking a look at the header.php. Under the stylesheet declarations, I saw this

    <link rel="pingback" href="<?php bloginfo('pingback_url'); ?>">

    I have two questions:
    1) What is a pingback?
    2) If i need to keep this declaration, is that the proper “Strict” formatting?
