What's a good plugin for those more-advanced comment/reply fields that have HTML

It’s hard to explain but I’m looking for those boxes that allow a user to create a response with RICH HTML tags (like on the screen I see now I can bold, italicize, link, b-quote, etc). I want to offer that feature to the people who comment on stuff on my site.

What are these called? RICH TEXT and WYSIWYG only shows up a few things. I’d have expected there to be more options out there. Wp NicEdit doesn’t work. There’s a HUGE HUGE HUGE bug in it that doesn’t allow someone using a mobile phone to even click in the textbox (my guess it has to do with JS not loading and the mobile browsers not able to load the box or know it IS a box). Since most of my site maintenance is done via my phone I need something that works OR has a link to a standard comment box.
