Plugin for details about a specific journey

Hi

I want to create a WP site where visitors can enter their details for a specific journey that they would like to make.
These enquiries would then be listed on a page that is accessed by transport operators via a subscription, and the quotes they provide would be listed on a page only accessible to the visitor who made the initial enquiry.

The visitor would then choose which quote(s) they would like to proceed with.

Any thoughts on how I might achieve this, and if it’s possible in WP?
