What triggers the time stamp?

This may be precisely what I’m looking for (assuming it still works with the current WP release).

What changes trigger the timestamp? Do changes to custom fields in the wp_usermeta table trigger this?

Does the record get stamped as soon as it is created (thus matching the user_registered field)?
