What to do when I can't find the plugin I need?

    I’m new to WordPress so I’m not very familiar with it.
    I searched the plugins and can’t find the plugin that I need, what can I do? Can I hire a web developer and ask him to develop a plugin or webpage using WordPress’ HTML or CSS?
    If I do that does it matter what theme I’m using? Would I need to abandon the free themes and develop a new theme in order to achieve my goals? Or is it ok to still use the free themes?
