Yes, the template is empty.

It says it was generated by Loco, except this is not what a template generated by the Loco Translate WordPress plugin would look like. I can’t account for that.

A POT file generated by my plugin (even an empty one) would have other headers. Plus, even if it failed to find any strings it would still contain metadata values such as “Plugin name”. However this file came about, it’s worthless and should be deleted.

Probably the plugin you’re translating is not internationalized to Wordress standards, but as you’ve not provided a link to it I can’t say for certain.
