What is the best way to set up a development site for WordPress

What is the best way to set up the initial development site before going live for working on and presenting to the client for testing and checking? Please note that I am after the most SEO friendly option.
My host has suggested the following options:
– set up a sub domain under my own account ie. https://clientdomain.mydomain.com (this option means I have to do a bit of work before the client site goes live as need to change the database over to the client account and export the data over to the client account – sounds very complicated but if this is the most SEO friendly option then I am prepared to learn how to do this.
– set up a sub domain under the client account ie. https://preview.clientdomain.com
I have read that developing the site locally will work. What is ‘developing the site locally’? (sorry if this is a silly question – new to this).
I want to have the option of being able to set up a temporary one page site (NOT a under construction site!) while developing the website for SEO reasons.
I would really appreciate some help on this as going around in circles with my host – everyone is really helpful but giving me different advice. I thought learning how to use WordPress and customising themes was going to be a challenge – I hope it is not going to be as challenging as trying to figure out the best way to work on the development site!
