What is the best plugins to make consultations website?

  • Dear ALL
    I want to make lawyers consultations website using WordPress

    The user can find a lawyers and ask him a question and pay the fees of this question then a ticket will open between the lawyer and the user to talk to each other then the lawyer can close the ticket

    the lawyer should have a page to log in and see requests and revenu

    is this possible with WordPress plugins?
