what does this fatal error mean?

    It is a PHP error. You may have accidentally changed / deleted some code causing the problem

    Do I need to reinstall WordPress to the GoDaddy server? I got this fatal error message immediately after installing WP.

    If you got it immediately after installing it without changing any settings or or editing any code I would try and reinstall yes just in-case there was an error installing it the first time round. Hopefully that should fix your error.
