What does do_action( ‘litespeed_purged_all’ ); do?

On https://docs.litespeedtech.com/lscache/lscwp/api/ is says usage: do_action( ‘litespeed_purged_all’ ); But what does it do? Is it returning a message like, ‘all done’? Is this possible:
add_action( 'litespeed_purged_all', $msg);
$msg = 'test';
