Welcoming narration that sticks

Hi, I’m a newbie (no adequate CSS knowledge) trying to create a web that goes like this:

1. When I open https://gallerypelangi.esy.es/ I will see featured images slide below the header. Below the image slide, is a welcoming narration about Gallery Pelangi (titled “Selamat Datang”). I’m not sure whether it should be a page or post. That’s all, I don’t want any posts showing below it.

FYI, previously I created a page and go to Setting>Reading>Front Page Display> and choose this page. Unfortunately, the featured image slide won’t show, then. Frustrated, I deleted all the pages. Right now, as you can see, there are posts showing below the welcoming narration “Selamat Datang”.

2. When I click DELICACIES on the navigation menu, it will take me to another welcoming narration about delicacies with featured image. This narration will stay there, on top.

Below this delicacies welcoming narration, I want some posts (Kastangel, Lidah Kucing) to show (just summaries, not full posts), regardless the sequence.

FYI, at the moment, I’m using the category as navigation menu.

Please help. I think I’ve messed up.
