No, there’s no cache plugin. No, it’s not Dreamhost. But yes the hosting is not “normall”. I’ve also problem with updating plugins. And actually redirections I’ve set are working. But still welcome panel.

Ok, it’s likely that your host is caching things. I’ve seen this happen a lot on Dreamhost and it may happen in other places.

It may help to try the 4.2 beta:
