Welcome page isnt going on the main page…. What do I do?

When I enter a new post on my blog, it automatically goes to a certain category… is there a way to make it show up on the index page?
This is my blog:
https://www.wishstudios.net/blogI would like the post that is in the “Welcome” category to show up on the main page when you first enter the site. Is there a way to move around categories?
