• Is there any way to make a single post remain at the top of the list?
Can someone give me hints on how I can put an introductory message at the top of the first page without it spilling into the pages that load off of the (more…) link>?

I don’t know if I am being cler in my query, but I’ll try another approach:
Is there a way to control content pages separately rather than have them use the index.php as a template? I use a lot of (more) as many of my posts end up being huge lists, and I’d like to give them a separate template. It would allow me to give the front page a specific message telling people about the site and how to use it.

Not sure if this is what you want but have you looked at WordPress Select Custom Field (sticky post) Plugin:
    https:///www.andrew-hall-artist.com/journal/index.php?p=72
I applied it to my site at https://tier1services.com/wp/ and limited my posts to the front page to ‘0’ so that all categories can have stickies and the First page is a “sort-of-static” <sticky>page.
