Weight based shipping for WooCommerce

Thanks for a Great Plugin. I want to ask a question. I have figured out how to put in weights and prices. My charges for shipping differ thus.
1-30 KGS = €price
31-60kgs = €price
61.90 Kgs = €price
91 – 1000 = €priceNow all that seems to work good for everything that I want to ship all around Ireland. What can I do if I have a different shipping charge for Capital City – i.e. Dublin?
Also where the weight 91 – 1000 kgs there I can offer the customer an option of Single Pallet or Double Pallet. If all the items fit on a single pallet I would like to offer a single pallet charge and if it takes a double pallet I would have to charge for a double. Any ideas of how I might work this?
