Weight Based Postage Calculation, plug in needed ??

My client wants to calculate postage based on the total weight of the items in the cart with weight ranges, up to 1 kg ￡3.00, up to 2 kg ￡4.50 etc .
Is this possible with the standard instal or do we need to get a plug in?
