Weight and region based shipping?

I’m trying to do a simple thing on the cart page.

The cart should update the following:

• shipping cost based on weight
• shipping based on region or zip

Currently weight isn’t updating, neither is it linked with customer’s region or zip.

For example, on weight based shipping, if the cart has 1kg bag of nuts, shipping may be €6, if it has 3kg bags of nuts, it could be €10 (set by me).

On region or zip based shipping, it should vary from post code (eg. Portugal mainland or Portugal islands).

Does native Woocommerce allow this?
