Website Won't Load

Hello, for quite sometime now I have been dealing with an issue. My website will just be a blank page. It is viewable by others not in my home, but not by me. I have tried all computers in the house and even my cell phone which runs off of wifi when at home. I figured it would have something to do with DNS servers, but I am not familiar with any of this kind of stuff. The thing is, it will reset and let me into is every 30 minutes or so. It is becoming a real pain. Anyone know what could be causing this issue? I tried disabling plugins, but the problem still exists. So I enabled them again.
