Website Held Hostage….

An unscrupulous developer is holding a friend’s wordpress site hostage. She paid him to develop the site, but now he’s demanding exorbitant hosting fees and won’t relinquish the site files. Since this issue arose, her domain has gone inactive so all I can see is a cached version of the site. She’s renewing the domain and asking for help – not sure there is much I can tell her. Any suggestions?
