Website displays issues when not logged into wp-admin even with all caches flush

Good day,

Our site has begun displaying incorrectly and not functioning properly. We had not updated anything or made any changes when it began a couple days ago. When logged into the admin , the site appears fine in the browser except for not displaying images. When not logged in the nav menus show as long lists of text links, no images show, many components are missing. I tried restoring several backups from when we know it was working normally but even after backup restore the problem continues. Any advice/suggestions would be greatly appreciated! We have had Sucuri do a full scan and there is currently no malware. I had also tried disabling all plugins/themes and re-enabling one at a time but cant locate the issue.
