Website and WordPress Issues Via Bluehost

Hello all!
I’m am fairly new to owning a website and also blogging. I am currently an art student trying to develop a professional career. I have a website that’s hosted by Bluehost and my friend does the coding since he partially went to web design school. Unfortunately due to the fact that he hasn’t completed his training, some things I needed to take care of can’t be resolved. So I’ll list the problems I have to make it easier.

On my website at https://www.julianpena.com, I have a blog page listed in the menu on the top left. Currently, I had it set up so when people click on the link “Blog,” it takes them to my WordPress blog link. What I really want is to have a live feed within my own website. You can check out an example at https://www.253collective.com under their blog page. It doesn’t take us to a separate website, the blog listings are displayed on the page of the website itself. I know you can install WordPress within BlueHost, but like I said I’m new to everything. Do I need to install WordPress on Bluehost? Step by step instructions are best for me :).
Issue #2: How to reposition the footer to near the top?
On my blog, I am currently using the Manifest theme. If you go on my blog, all the blog rolls, Facebook widgets, subscribe buttons, and etc are located wayyyyyyyyyyy in the bottom when I would like it on top either on the left or right side. Most people don’t want to bother going to the bottom and I want easy access for more followers.
Issue #3: Installing plug ins

Now do I install this plugin through Bluehost? Do I have to install WordPress first? Sorry for the barrage of questions, I’m still learning.Any help is very much appreciated. I notice that CSS customization requires an upgrade, which I’m willing to pay. But I don’t want to pay for it if I can’t use it for the purpose of changing my lay outs and such.
