Website Anchors are scrolling too far

I just had the same problem. Until I figure out what I did wrong, I just kept moving the anchor up the page until is landed where I originally wanted it.

@madyson: Can you replicate the problem using the default theme with all plugins deactivated?

I honestly am kind of unsure on how to go about doing that

Navigate to Appearance -> Themes and activate the Twenty Sixteen theme. Then navigate to Plugins and deactivate all plugins.
