Web site won’t update graphics

I have a weird problem. If I create a page with a graphic that I upload to my web server using FTV, then change the graphic, the old graphic continues to appear on my web page even after I reload. Sometimes multiple reloads will update the graphic, other times it won’t.
I know the graphic has been updated because when I download the graphic using FTV, I get the new one. Erasing the cache on my web browser doesn’t help. Even if I open a different browser, the same old graphic appears. This is true whether the graphic is JPG or PDF.
The only solution I’ve found is to change the name of the graphic and enter the new name in the WordPress page, but that seems like it should be unnecessary.
I’m running the Weaver II theme with pretty ordinary plug ins — Akismet, Cat + Tag, Tablepress, Editorial Calendar — nothing that should interfere with graphics.
What do I need to do to get my browser to update the graphic so I know my pages are loading correctly?
