Weak passwords allowed

After updating to the new version, I created a test user. At registration I was unable to create the user with the password ‘whatever’, but once I created that user with a secure password, I was able to update my password to ‘whatever’. Seems like the strengths are inconsistently applied. Is there something I can do to prevent my existing users from being able to change their passwords to a weak password?
