We are a non profit organization

Per?our guidelines, sites that run an e-commerce store are not eligible for non-commercial licenses. This also applies do non-profit organizations. You will need to purchase a license to use Jetpack Stats.

In the page https://jetpack.com/support/getting-started-with-jetpack/configuring-jetpack-for-your-not-for-profit/, it is highlighted some free features including stats.
But when I was in the traffic tab, I was asked to get a paid plan. So this item doesn’t seem to be free as proposed in the article.
Is it normal for non-profit organization ?

You are right. The Configuring Jetpack for Your Not-for-Profit page mentions Stats. However, that is considering the fact that the Not-for-Profit’s site has no commercial activities. Free stats plans are for truly non-commercial sites only.
