Way to show link titles on hover only?

I can’t seem to find the right combination, if it exists, to display links the way I want.
Most text links (category, archive, meta) on the sidebar generated by WordPress has a “title” attribute generated in the html so something is displayed when you hover your mouse over the text links in the sidebar.
For the Links section, I see you can add a short description and that will add the title attribute and hover effect, BUT it also adds the description being displayed next to the link in the sidebar.
Is there a way globally or individually, to specify you only want the title html attribute generated for the hover without also getting the short description displayed next to the link? I’m sure I could hack the PHP code, but is there a way through the WP admin for links to accomplish this?
If not, I’ll submit a request because I could see someone wanting to do the above on an individual link basis, which hacking would likely prevent.
