    I have tried to deactivate this plugin using the standard ‘installed plugins’ deactivate and delete options but it just sits there. Why can’t I delete it?

    It’s a standard plugin so you should be able to delete it normally. This kind of problem is usually caused by a sticky opcode cache. I would deactivate any caching plugins or restart php-fpm if the problem persists.
