    Is it possible to create a voting website with woocommerce where people can pay and vote for their favourite contestants?

    Yes in general that is possible.
    Do you have a specific type of site in mind? Or would it be more general in terms of.

    * Setup membership.
    * Membership is purchased.
    * Membership access grants access to voting feature.

    I have had a look and this may be achieved by using a plugin such as:

    WordPress voting contest plugin in conjunction with their addon: WordPress voting contest buy votes extension
