Volunteer maintainer problems WordPress 3 file uploading to incorrect folder.

I am maintaining a WordPress powered site for a human rights organization. From the time that I started maintaining the site, there has been a problem with media files being uploaded to the incorrect folder. The upload path is set to default “wp-content/uploads” and the box is ticked for organizing uploads in month and year based folders. For some reason, WordPress insists in uploaded files being placed (regardless of actual date) in a 2008 year based folder.

Is this an issue with the domaen (web hotel) host provider’s server or an issue with WordPress?
