Volume Control Inconsistent.

    I have set up the volumne to be mute for all my playlists. But I found the page load with sound on and off and so far the results have been inconsistent.

    I have tried it on different computers and OS.

    Firefox browser 45.0.1 (80% mute; 20% not mute)
    Chrome 49.0.2623.110 (90% mute; 10% not mute)
    IE 11.162.10586.0 (100% mute)
    IE 9 (100% unmute)
    Safari (100% unmute)

    I am trying to figure out the pattern but to no avail. I am hoping you could shed light on it.
