Visual Editor Tools Not Displaying?

Hi all…I have no idea why it’s doing this. I have the latest version installed, and have even FTP’d the entire wp-admin folder to the server just in case something was blocked by the dashboard upgrade. Here’s a screenshot. Any ideas?
