I know you said you emptied the cache, but sometimes cached data stays behind.

Plugins cause the issue too. Be sure to completely clear out plugins folder from he plugins directory.

Thanks for reply, I have deleted the suspect plugin completely but still no visual editor and cant post.
I am lost with this!

Update if it helps others. I had a “get response plugin installed and by process of elimination discovered that was causing the issue.
