Visual Editor not working

Ever since I upgraded to 4.8 I’m having a problem with Visual Editor. I disabled Visual Editor in User profile and re-enabled but no luck. When I click on Paragraph the down arrow switches to up arrow and nothing happen. I keep on clicking “Add Media” and nothing happens. I’m having to switch to Text mode and manually add html tags. One hack I find is that if I go all the way up I can add media and switch to heading but it is a distraction because I have to scroll all the way up and then scroll all the way down to where I’m editing the article.
