When editing the toolbar layout, the rows don’t expand vertically. Any horizontal row overflow is wrapped, but it halfway overlaps the next row.
While editing a page and hovering over a dropdown menu, if you scroll down the menu will stay open (even if no longer hovered over) and cover the WordPress top menu (higher z-index).
