Visual and Text tabs missing. Stuck in code editor. have tried other solutions

In the text editor the tabs to switch between Visual and text are missing. I’m running 4.9.6 and most of these things I have tried with all apps disabled and a different theme. I have a multisite, so it is the same on different sites with different themes and different users.
Things I’ve tried- Clearing browser cache. Tried many times at different stages
- Replaced TinyMCE with fresh download from www.remarpro.com
- Tried
define('CONCATENATE_SCRIPTS', false);
and didn’t work - Tried Firefox, Internet Explorer, and chrome
- No errors while running
define('SCRIPT_DEBUG', false);
in wp-config.php - Issue is not computer related. Tried several computers, and also connected to a different wordpress install on a different server and that one the text editor has the tabs to switch between visual and text
- Disabled all plugins and changed main theme, cleared cache and the others above
- Turning “Disable the visual editor when writing” on, saving, leaving page, and then turning off and saving; all while all plugins are disabled and also cleared the cache.
- Downgraded WordPress to 4.9.4, which I’m sure it was working then. Then also tried some of the same things above.
Any help is appreciated.
