This isn’t a built in feature with the free theme. Premium theme has this and many other options right in the theme options.

You can experiment with
#kad-banner {
position: fixed;
}

but the effect can be tricky for all screen sizes and managing the spacing so the content doesn’t go under the header at the start. This is all stuff that the premium theme javascript does.
