Vimeo thumbnails missing from both reader and emails

Hi,
I’ve been in contact with Vimeo. After 2 months they’ve now conclusively stated this is not an issue for them, but for WordPress: whenever I publish a post, that contains a Vimeo video, the thumbnail is simply not there.
You can view the video on the website no problem, but in the email that is automatically sent out for a published post, and in WordPress reader, where the Vimeo thumbnail should be, there is simply nothing. (There is not a gap, or an empty space – there is simply an absence of the thimbnail, as if the video had never been inserted).
YopuTube works just fine, but wordpress seems unable to pull the thumbnail for both emails and WordPress reader.
Our website is currently down for extended maintenance, but i can assure you i’ve tried different themes, turned off every plugin, even tried a different blog – it simply will not, ever, pull the vimeo thumbnail into either the email or the wordpress reader (whether you access it via a mobile phone or a desktop computer).
i’ve inserted it via the vimeo plugin, or the wordpress url insertion – no difference.
I’ve changed privacy settings on vimeo, to no avial.
i’m now out of ideas, and vimeo statre it is not a problem they can solve as it must be a wordpress problem. i’m simply a user and have no clue which one is at fault here, but i’d really appreciate some help with this critical issue!
vimeo started they’re happy to discuss this with wordpress, but it is a fairly serious issue – we’re video creators!
i have no intentions of switching back to youtube as i want to control what our visitors see.
any thoughts on anything that can be done?

ps just to be clear, this is an issue with a site on wp.org
i have already disabled all plugins in the past and used a WP standard theme – no effect
i have also tried a different blog – no effect
