vigilance……help

I′m trying to upload a top banner o my vigilance. I do as they say, adding the picture title, but no such luck. I used it on wordpress.com where it was pre-isntald and I took it because they allowed u to have a head-image. But in the .org version there′s no such thing. Do anyone know what I shall do?
