Yes you’ve spotted the problem. The save data=true in the shortcode is only for individual questions, and although the data is saved is manner, there isn’t actually an interface for displaying the data to admins. The report page in the dashboard only shows QUIZ results instead.
The idea for the savedata=true was so that you could ask a user reflective questions, then give them some more information, and show them their previous response to see if their opinion had changed. This happens quite a lot in academia to see if students can critically analyse a given dataset.
Worth noting that Adding savedata=true to the quiz shortcoed doesn’t actually do anything as data is already being saved in a quiz situation.
I understand what you are trying to do, and unfortunately there isn’t an admin interface for showing results saved as a single question. However, it’s not that hard to do so I’ll get it added to the roadmap. I’m away for a week and will take a look when I get back in November.
I need the meantime if it is essential you saw this data you could always create a hidden or password protected page with the relevant response shortcodes, then use an adopt user plugin like

And then visit the page as each one. Not ideal, but would work in the meantime.
